FOI Request to Taunton Deane Borough Council (TDBC) about Southwest One – “Efficiency Plan” Claim

We are asking FOI questions based on the contents of the Taunton Deane Borough Council (TDBC) Efficiency Plan (13TH October 2016) which is posted on the TDBC website

It is stated in the section “Addressing the Funding Gap – What have we done?

“Southwest One – The Council was part of the ground-breaking Southwest One shared services joint venture partnership, between Somerset County Council, Avon and Somerset Police and IBM. This ten year partnership, which is now drawing to a close, has delivered significant savings to the Council and has made an important contribution to our finances.”

 

Q1 Please will you provide the unitary charge payable by TDBC to Southwest One/IBM for each financial year from 2007-2008 to date?

 

Q2 For each financial year since 2007-2008 what was the cost of letting and managing the contract – including legal costs, procurement costs etc. etc.?

 

Q3 IT – software, hardware and peripherals.

 

  1. a) What was the value in 2007 of all IT (Hardware, software, peripherals and infrastructure) and what is the value of these assets now, ie what has been the depreciation on this asset class since 2007?

 

  1. b) What will be the cost of replacing these?

Q4 What are the net savings achieved by Southwest One for TDBC for each financial year since 2007-2008? Will you define “significant savings” (provide a measurable test)?

This is Taunton Deane Borough Council’s response to your request under the Freedom of Information Act 2000.

 

Your request for information has now been considered and the information requested is below:

 

Q1: The unitary charge payable by TDBC to Southwest One/IBM for each financial year from 2007/08 to date is:

2007/08                £1,109,580.22 (part year only)

2008/09                £4,879,372.50

2009/10                £5,131,277.55

2010/11                £5,038,104.85

2011/12                £4,995,179.16

2012/13                £4,934,135.82

2013/14                £2,904,221.84

2014/15                £1,656,640.33

2015/16                £1,658,807.19

 

 

Q2: We do not have a breakdown which splits these costs on a year by year basis. The Council do not hold all the data and information in a readily available format. Therefore retrieving the information and extracting the information required to fully answer your question will in our view take a significant amount of officer time and will exceed the appropriate limit referred to in the Freedom of Information Act and associated regulations. Consequently in accordance with Section 12 of the Freedom of Information Act 2000 we are unable to fully comply with your request in this instance. The table in Section 1.5.12 of the Southwest One Succession Planning report to Full Council on 26th January 2016 shows an estimated summary of these costs.

 

Q3.We do not have records of the value of the assets from 2007. IT assets passed to Southwest One included hardware such servers, peripherals, networks and infrastructure. However the ownership of desktops and laptops has remained with the Council. At contract end the Council anticipates buying IT assets to the value of circa £48k.

 

Q4. We do not have a breakdown which splits these savings on a year by year basis. The Council do not hold all the data and information in a readily available format.
